- Expected Dearness Allowance for Central Government Employees from Jan-2010 is 35% i.e rise in DA (Dearness Allowance) to 8%
As per calculation based on All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 and index thereon enhanced at 165 points in the month of Oct 2009, there would be a rise in DA (Dearness Allowance) to 8%,which would result in the overall rise to 35% from 1.1.2010 for all the Central Government Employees.

Why - Losses in Postal Department - reply given by Shri Gurdas Kamat, Hon.Minister of State for Communications and Information Technology in Lok Sabha
The Department of Posts has had deficit for the last three years and it is expected to continue in the year also. The details of the deficit for the last three years and the estimates for the current year are as under;

The Deficit has substantially increased during the previous year and the current year due to hike in salary of the Employees and Pensionary Charges of the retired employees on account of implementation of 6th Pay Commission’s Report.
The main reason is that the rates of most of the postal Services do not reflect the market price as they are subsidized to make it within the reach of common man and to the remotest area of the country. Pricing of most of the products have not been kept with the pave of the cost of operations.
A new scheme “Project Arrow” has been introduced in this plan period for refocusing on the objectives of customer satisfaction and service delivery exchange and enabling the Post Office to develop in to hub for civic and governance initiatives, which will have a direct impact on socioeconomic will being of citizens.
Streamling the postal operations through network optimization, induction of technology and introduction of freighter for mail conveyance.
In the areas of financial service the Departmental of post is aggressively pursuing the objectives of the Government for financial inclusion of rural masses through its vast network. This shall also add to the revenue of the Department by way of interest and return through investment in the Post Office Life insurance fund (POLIF) and Rural Post Office Life Insurance Fund (RPOLIF). The Department of Post will also introduce mobile based remittance service across the country.
The Department has been taking step to increase the revenue through introduction of new products, market development activities and adoption of customer oriented strategies. Speed Post, Business Post, Express Post, Retail Posts etc. as premium services have been consistently growing. The Department of Post is also using its vast network fro retailing of financial products and services agency function adding to the Department’s revenue.

Sub:- Introduction of MACP in Department of Post-replacing TBOP /BCR
Scheme –requesting for redressal of grievances of postal employees
Respected Sir;
Vide file No 4-7/MACPs/2009 – PCC dated 18th Sept 2009 office memorandum issued by Department of Posts for implementation of modified ACP Scheme. In this respect your kind attention is invited towards Statement showing Grade Pay admissible to different categories of staff / officers on placement in the Modified ACP Scheme (MACPs) w.e.f. 01/09/2008 those whom do not get promotion in the hierarchy; appended to the memo.
In the Statement there is nothing mentioned for Supervisory cadre i.e. LSG NB, HSG-II (NB), HSG-I. By the by it is to mention that HSG-II NB and HSG-I have been given Non – Gaz Group-B status.
Department has already proposed Supervisory cadre as separate cadre with distinct category. Hence in this supervisory cadre LSG (NB) is fedder cadre and; therefore, should be given grade pay of RS 4600/- and consequently Hsg-II and HSG-I should be granted Rs 4800/- and Rs 5400/- respectively.
The upgradations granted under TBOP/BCR Scheme should be ignored for the officials working in this supervisory cadres as now TBOP / BCR Scheme is not in existence. Moreover TBOP/ BCR scheme was based on “matching savings” with extra workload on supervisory staff. MACP does not have such features. Therefore there is justification to grant of higher grade pay to supervisory cadres. This all India Union, therefore, request to consider above demands favourably.

Operating Procedure for MOVidesh
On 24th October 2009, Hon’ble Minister of Communications & IT will launch the MOVidesh. MOVidesh is supported by the Eurogiro network. Secretary (Posts) has already written to on this service and on the necessity of identifying two Operators and one Supervisor from each HO in your Circle. These Operators and Supervisor will require to be trained on the special handling of MOVidesh and on its software.The operating procedure for MOVidesh is enclosed. The operating procedure is similar to that used for eMO and is easy to understand and use. The software is under preparation by PTC Mysore and will be made available directly. Please coordinate with PTC Mysore for training or for any clarification regarding the software.

AGITATION PROGRAMME - PHASE -I IS BEING STARTED

Sub:- Need for vigilance inquiry in respect of transfers, deputations, adhoc promotions, monitoring shortage of staff etc. ordered by Shri Suryawanshi SPo’s Ratnagiri Division.
Respected Sir,
This All India Union is in receipt of number of complaints on the subject cited above.
Central Working Committee has already launched an Agitational Programme at Divisional, Regional, Circle and Directorate level. Accordingly our Ratnagiri Divisional branch is holding demonstrations in front of D.O. in order to focus attention on divisional problems. Accordingly this All India Union has analyzed the problems and it seems that Divisional Head of Ratnagiri Division is engaged in corruptive practices. Brief of some of them are as under…
a) Relief under rule 38 transfer
Cases of M.C.Bhave, L.B.Nachankar, S.S.Kamat considered favourably and quickly. As against this cases of A.Y.Narvekar, A.P.Bhave kept pending for long time & then rejected.
b) Rotational Transfers
(i) L.A.Bhojane : Transferred from Chiplun after stay of 7-8 years to above and came back to Chiplun on deputation within 15 days.
(ii) P.R.Bagave : After stay of 7-8 years at Chiplun transferred to Kherdi, then Shirgaon, Khed then Chiplun all in just within one year.
(iii) M.M.Pandit : After 7 years stay at Ratnagiri in June 08 and within one month back to Ratnagiri at D.O. on deputation and deputation still continues.M.R. Shinde :After 6 years stay at Chiplun was brought back to above near Chiplun within 15 days.
(iv) Smt. P.P.Gogate : Ratnagiri to Pali & back to Ratnagiri first on deputation and then on transfer within one year. (June 08 – June 09)
(v) Smt . S.P.Khanvilkar : Ratnagiri to Hathkhambha and back to Ratnagiri within one year.
As against favouratism case, following cases permissible within the rule are not considered…
1) Shri N.V.Chavan : Ratnagiri to Saitwade not considered even after completing 2 years.
2) Shri Y. S.Rasal : Makhjan to Abloli .Request not considered even after completing 3 years.
C) Promotions
i) Shri H.B.Kasar : promoted in LSG (NB) by C.O. but did not join the post at Chiplun. Now working at Wakavali a 1 + 1 hand office, even though he is promoted in HSG (II) NB .
ii) Shri S.S.Revandkar : worked at Oni (1+1 hand office) for 6-7 years. Due to roaster Point got LSG (NB) but declined, even though his name has been recommended for promotion to HSG (II) NB and has been promoted to HSG (II) NB without joining LSG (NB) post.
iii) Shri A.R.Kudalkar : Promoted to HSG I but did neither join within month nor declined. SPo’s Ratnagiri favour him granted extension of 3 months for joining at promoted post which is not permissible under rules as against this Shri Sunil P. Ghadge transferred from Dapoli to Dabhol, reason junior most in TBOP, which is totally incorrect and no such criterion is applied in such type of posting.
D) Retention Beyond Tenure
Number of officials are favoured by retaining them even beyond station tenure/office tenure and beyond post tenure in Accounts line. No of officials are favoured by issuing transfer orders on paper and by non implementing the same.
E) Favoritism in promotion
During last 2 years no adhoc arrangement were made in HSG (II) NB, eventhough officials were working on that post. But in order to favour one Shri M.H.Shaikh junior LSG (NB) official has been posted in HSG (II) NB at Devrukh, this is a classic example of corruptive practice.
F) Exploitation of GDS Staff for gains
i) Short term deputation / transfers of GDS staff within subdivisions.
ii) Calling of Melas frequently at sub divisional level during duty hours for BD/RPLI schemes.
iii) Grant of TA to certain favoured GDS Staff for attending Melas depriving others.
iv) Withholding of pay for non-attending melas due to departmental work at single handed B.O. by SDI (P) Dapoli.
G) Shortage of PA Staff
SPo’s Ratngiri while monitoring shortage of staff adopting favoritism i.e. in certain offices full staff is deployed and in other, for months together shortage is kept to harass SPM’s.
For example cases of Makhjan, Khalgaon, Deodhe, Nivali, Dabhol, Nandgaon post offices can be cited.
H) Utilization of postmen services for office work by ASP’s/IP’s even keeping postmen post vacant and work keeping pending.
There are also large scale of irregularities for incurring expenditure in BD schemes in Ratnagiti Division and this All India Union will be coming with proof for investigating the matter in details. At last we request you please to cause for detailed vigilance enquiry through circle office and give justice to staff.

Sub:- Regarding continued irregular suspension causing unnecessary expenditure from public exchequer and lasting damage to repute
of Postal officials .
Respect Sir,
Your kind attention is hereby invited towards this All India Union’s letter of even no dated 21-10-2009 on the subject cited above. In this connection we are very sorry to note that so far Bihar Circle is concerned there is no improvement in the situation. Suspended officials are getting subsistence allowance without exerting for work.
In our letter we had brought to your notice that in Bihar Circle there are 14-15 officials / officers who are under continued suspension as they are entangled in CBI cases. But mere involvement in CBI case cannot justify for continued suspension. A case to case review on merit is therefore necessary. We had earlier cited case of one Shri B.K.Mishra, PA Siwan Dn. Bihar, CBI had already filed a chargesheet and thus there is no more cause to keep him under prolonged suspension, further it is learnt that CBI has also informed the department to take action for revocation of suspension on the basis of rules/instructions.
As per Central Vigilance Commission instructions No. 000/VGL/70 dated 25/09/2000 in CBI cases advice of CBI can be obtained for continuation/revocation of suspension. But it seems that no such exercise is done on Bihar Circle and prolonged continued suspensions are allowed. Subsistance allowance to the tune of lakhs of rupees are being paid from public exchequer violating instructions of Govt of India .
In Maharashtra circle authorities are not paying their due attention towards provision of statutory rules, decisions, instructions of Govt. of India. Review of suspension cases of Mumbai City West Dn. For example will prove this beyond doubt. In this division, one LSG (NB) official is kept under suspension even after transferring him & after proving that no Govt. loss/ fraud is caused, he is being kept under suspension bypassing all rules, instruction. His representation/appeals etc. are kept unattented by appellate authorities for months together. As against this one official involved in computerized SB fraud to the tune of thousands of rupees is kept under suspension and within one month it is revoked. Comparison with vigilance angle in such case is needed and it is to be done by R.O./C.O. But R.O./C.O. relies on D.O. which encourages the corruptive practices of disc. authorities. In such cases recovery of subsistence allowance paid irregularly needs to be ordered.
Intervention at your level is therefore requested.

Sub:- Request for conducting Vigilence enquiry in to appointment of postmen staff from GDS through examination held on 03/12/2006 – Case of Dhule Division in Maharashtra Circle.
Respected Sir,
This is in continuation of this All India Union letter of even no. dated 19th Feb. 2009 followed by reminder communication dated 11th May 2009 and in this connection we are very sorry to note that still no corrective actions are taken in the matter.
By the by we would like to add that information obtained revealed that ADPS (VIG) from C.O. has carried out preventive vigilence inspection from 17/12/2007 to 20/12/2007. In the inspection report in Para 12 it is mentioned that for departmental quota total 15 vacancies (12 for O.C. + 3 for SC) were declared and 7 O.C. + 7 O.B.C. were selected.
According to rules on the subject, once vacancies are declared it cannot be altered. Moreover vacancies of S.C. quota cannot be converted in another quota. Then it was matter for further investigation with vigilence angle. But this was not done by C.O.
R.O. has admitted mistake, but did not take corrective action on flimsy grounds.
Sir, you will agree that “JUSTICE DELAYED MEANS JUSTICE DENIED”. Here meritorious candidates are suffering for last 2 years and those who are not entitled for promotion are enjoying. This is not only a very serious matter, but it is encouraging for corruptive practices.
This All India has launched an Agitational programme and one of our demand is “To punish those who are indulging in corruptive practices and those who are covering them irrespective of Cadre” The above case is a fit example, in this respect.
However we request you to looking to this matter personally and cause for corrective actions immediately.
