All India Consumer Price index Numbers for industrial workers on base 2001=100 for the month of January, 2011

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of January, 2011 increased by 3 points and stood at 188 (one hundred and eighty eight).

During January, 2011, the index recorded an increase of 11 points each in Bhopal and Jamshedpur centres, 10 points each in Amritsar, Bangalore and Chandigarh centres, 8 points in Haldia centre, 7 points each in Nasik, Kodarma and Ghaziabad centres, 6 points in 2 centres, 5 points in 4 centres, 4 points in 12 centres, 3 points in 15 centres, 2 points in 8 centres and 1 point in 7 centres. The index decreased by 4 points in Godavarikhani centre, 1 point in 9 centres, while in the remaining 11 centres the index remained stationary.

The maximum increase of 11 points each in Bhopal and Jamshedpur centres is mainly on account of Housing Index and increase in the prices of Rice, Wheat Atta, Milk, Goat Meat, Onion, Vegetable & Fruit items, Petrol, etc. The increase of 10 points in Amritsar, Banglore and Chandigarh centres is due to Housing Index and increase in the prices of Rice, Wheat, Wheat Atta, Onion, Vegetable & Fruit items, Electricity Charges, Petrol, etc. The increase of 8 points in Haldia centre is due to Housing Index and increase in the prices of Eggs, Onion, etc. However, the decrease of 4 points in Godavarikhani centre is the outcome of decrease in the prices of Rice, Vegetable & Fruit items, etc.

The All-India (General) point to point rate of inflation for the month of January, 2011 is 9.30% as compared to 9.47% in December, 2010. Inflation based on Food Index is 10.22% in January, 2011 as compared to 7.98% in December, 2010.

Filling up of GDS posts in Branch Post Offices... but in Maharashtra near about 3200 GDS posts were vacant since last 10 years and Maharashtra Navnirman Janadhikar Sena have taken this issue. Process of recruitment have already been started in Maharashtra 7 to 8 months before issue of this order. This is one of the most important victory of "Marathi manus" and "Tapal Vibhag Janadhikar Sena"....

Subject: - Filling up of GDS posts in Branch Post Offices – review of guidelines regarding

Sir/Madam,

I am directed to invite attention to Directorate letters No. even dated 14th Jul 2009 and 29th Dec 2010 on the subject cited above.

2. Para 2 (ii) of this Directorate letter dated 14th July 2009 provided that the vacant posts of GDs in branch offices with two or more hands may be filled up on the basis of triennial review already carried out and in case the prescribed workload and financial parameters as prescribed for opening of a branch office are not fulfilled but the posts are required to be filled up for operational reasons then the approval of the Chief PMG will be required with concurrence of circle IFA. It was also provided in Para 2(i) of the said communication, that GDS vacant posts in BOs with a single establishment be filled up straight away and the permission was granted to the concerned Divisional head.

3. The above provisions were further reviewed and modified. It was prescribed vide this Directorate letter dated 29 Dec 2010 that the vacant posts of GD BPM may be filled up by adjusting the surplus GDS fulfilling the prescribed qualification and other prescribed conditions failing which action may be taken in advance to fill the vacant post of GDs BPM on a regular basis following the prescribed procedure and following other conditions prescribed under letter dated 4 Jul 2009.

4. Despite issue of above instructions, it has been brought to the notice of this office, that, the Posts of Branch Postmasters are not being filled up immediately, and they are allowed to be managed by additional charge or kept under combined duties, affecting the quality of service. The issue has been considered and competent Authority has decided that the vacant post of GDs BPMs, in Branch offices (irrespective of the number borne on establishment) be filled up by Head of the Division without reference to HOC immediately after its falling vacant initiating action in advance by adopting the following methods: -

(i) By appointment of surplus identified GDs fulfilling the conditions; failing which

(ii) By combination of the duties of GDS in the same BO, provide the combined work load does not exceed five hours: failing which

(iii) By recruitment of outsiders by observing the selection process.

However, the approval of the Head of the Circle shall continue to be obtained for filling up of other categories of GDS which are not justified by workload/financial parameter, but the post is to be filled dup for operational reasons.

4. These orders shall come into effect from the date of issue of the order. This issues with the approval of competent authority.

Rate of Calculating entitlement of EL and HPL of Government Servant, Who dies while in service or removed or dismissed-Clarification issued by DOPT

DOPT issued a clarification regarding rate of calculating entitlement of EL and HPL of Govt.Servant who dies while in service or dismissed or removed from service vide Memo No.13026/1/2010-Estt.(Leave) dated 07/02/2011.

At present rule 27 (2) (b) says 'when a Government servant is removed or dismissed from service or dies while in service, credit is allowed at the rate of 2% days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service or dies in service.' Similarly Rule 29 (c) says 'When a Government servant is removed or dismissed from service or dies while in service, credit of half pay ieave shall be allowed at the rate of 513 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from sen ice or dies in service.'

These rules adversely affect cases where the death of a serving Government Servant occurs on the last day of the month as the day of death is treated as his last working day. Clause (b) of sub rule (2) of rule 27 and clause (c) of sub-rule (2) of rule 29 of the CCS Leave Rules is modified as under :-

Rule 27 (2) (b) 'When a Government servant is removed or dismissed from service, credit is allowed at the rate of 2.5% days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service. When a Government Servant dies, while in service, credit of Earned Leave shall be allowed at the rate of 2.5% days per completed month of service up to the date of death of the Government Servant.'

Rule 29 (2) (c) 'When a Government servant is removed or dismissed from service. credit of Half Pay Leave shall be allowed at the rate of 513 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service. When a Government Servant dies while in service, credit of Half Pay Leave shall be allowed at the rate of 513 days per completed month of service up to the date of death of the Government Servant.'

The index decreased by 2 points each in Kodarma and Tripura centres, 1 point each in Durgapur, Ranchi Hatia and Ludhiana centres, while in the remaining 9 centres the index remained stationary.

The maximum increase of 9 points in Quilon centre is mainly on account of increase in the prices of Rice, Coconut Oil, Fish Fresh, Onion, Vegetable & Fruit items, Tea (Readymade), Firewood, etc. The increase of 8 points in Guntur centre is due to increase in the prices of Rice, Groundnut Oil, Onion, Tamarind, Vegetable & Fruit items, etc. The increase of 7 points each in Tiruchirapally, Vadodara and Belgaum centres is due to increase in the prices of Rice, Wheat, Jowar, Goat Meat, Eggs (Hen), Onion, Vegetable items, Sugar, Petrol, etc. However, the decrease of 2 points each in Kodarma and Tripura centres is due to decrease in the prices of Rice, Wheat Atta, Vegetable items, etc. and the decrease of 1 point each in Durgapur, Ranchi Hatia and Ludhiana centres is due to decrease in the prices of Rice, Wheat Atta, Vegetable items, etc.

Subject: Introduction of Service Discharge Benefit Scheme (SDBS) for Gramin Dak Sevaks

Sir/Madam,

I am directed to refer to this office letter of even no. dated 01.09.2010 on the above mentioned subject.

2. In para 3 of the said communication, the detailed course of action was laid down. The most important was obtaining options from the existing Gramin Dak Sevak and also to obtain applications in the prescribed format and so send them to concerned Central Record Keeping Agency of National Security Depository Limited for registration. But, the National Security Depository Limited has brought to notice that the following omissions are noticed in the applications of Gramin Dak Sevak sent to Central Record Keeping Agency for registration.

* 90% of the applications sent are without authorization of Divisional Superintendent (Collection centre) and designation stamp.

* The Date of birth of the Gramin Dak Sevak is found missing or wanting.

* The signature of the Gramin Dak Sevak exceeded the box provided in the application form.

* Complete address of the Gramin Dak Sevak and Postal Index code number are not furnished.

* Despite clear instructions, the beneficiaries have affixed Black and white Photo which cannot be scanned. Only colour Pass Port size photographs has to be affixed for facilitating scanning.

* The Photo affixed is not clear in certain cases, which are thus not scanable

3. This obviously shows, that, the Collection centers have not examined the applications properly and sent to Central Record Keeping Agency without proper verification, attestation, and impression of designation stamp of collection center. This is resulting in delay in launching the scheme.

4. The National Security Depository Limited is requested for returning all such defective applications to respective Collection centers for resubmission of the applications, after attending to omissions pointed out above. Suitable instructions may be issued to all the Divisional heads in this regard.

5. It is requested to accord top priority to this work.

Subject: Posting of women employees – Reg.

Sir/Madam,

I am directed to say that during the meeting of the Departmental Council (JCM) held on 27.08.2010 under the Chairpersonship of Secretary (Posts), an item regarding non-posting of women employees where basic amenities are not available was raised by the Staff side. The Staff side has stated that a number of Post Offices/RMS Offices are not having all the basic amenities and women employees are finding it difficult to work in such places. The staff side has, therefore, demanded that women employees should not be posted to such offices before ensuring basic amenities in such places.

2. It was informed to the staff side that Dte has issued instructions vide letter No. 137-12/98-SPB.II, dated 29.04.1998 to all Postal Circles advising them to avoid posting of ladies staff where basic amenities are not available in the office. It was decided in the meeting by the Chairperson that instructions on the subject be reiterated to all Heads of circles for strictly compliance.

3. In the Directorate’s letter No. 137-12/98-SPB.II, dated 29.04.1998, it was inter-alia advised to avoid posting women employees where there are no basic and essential amenities for women, Circles are, therefore, requested to scrupulously follow these instructions before women employees are posted/transferred from one work place to other. It may be ensure that women employee is transferred to an office only after ensuring that basic and essential amenities for women are available there. The Circles are also requested to identify these offices which are lacking basic amenities and take action for providing them immediately.
