Progress Report on the 100-Days Plan of Action of Ministry of Communications & It Announced on January 01 This Year

The Union Minister of Communications & IT, Shri Kapil Sibal today held a press conference to present the Progress Report of the Ministry in terms of achievements made against 100-days Plan of Action announced by him on January 01, 2011. The point-wise Report Card presented by the Minister is as under:

IT MODERNIZATION PROJECT

India Post has an approved Plan Project with an outlay of R.1877.2 Crore for IT Modernization Project.
The project has following components:
i. Development of integrated modular scalable applications for mail, banking, Postal Life Insurance advanced financial services and ERP solutions for accounts and HR Operations of the Department.
ii. Provision of ICT devices in rural post offices with required applications for performing postal, banking, insurance, retail operations.
iii. Establishment of IT infrastructure of Data Centre and Disaster Recovery Centre and networking of all Post Offices including Branch Post Offices in the rural areas.
iv. Provision for training, change management, capacity building of the employees of the department along with setting up of the Project Management units of Department, Circle, region and Division levels for smooth and timely implementation of the project

(a) 100 Days Agenda finalized on January 01, 2011 included selection of vendors for the following solutions:-
1. Customer Interaction Management Solution
2. Mail Operation Solution
3. Human Resource Management Solution and Finance and Accounts Solution
4. Banking and Postal Life Insurance Solution
5. Change Management
6. Establishment of Data Centre
7. Rural ICT Service Integrator
8. Network Integrator

(b) Status of compliance
(i) Customer Interaction Management Solution

Objectives:
To enable 24x7 transactions for customers through web portal, call centres and ATMs.

Status:
Vendors have been shortlisted. RFP will be issued on April 15, 2011.

(ii) Mail Operations Solution

Objectives:
a) This will provide full article visibility across the supply of chain – from booking to delivery
b) It will help improve revenue generation through new services/products e.g., Logistics Post.
c) The solution will increase number of delivery channels for services/products, e.g. web portal and call centre.
Status:
Vendors have been shortlisted. RFP will be issued on April 15, 2011.

(iii) Enterprise-wide Human Resource Management Solution and Finance & Accounts Solution

Objective:
a) The solution would enable one single source of data across Department of Posts by online data capture and real time reconciliation
b) The solution would enable centralized payroll processing.
c) The solution would help the Department of Posts move from cash based to accrual based accounting system.
d) The Department Recruitment process would be streamlined.
Status:
Vendors have been shortlisted. RFP will be issued by April 15, 2011

(iv) Banking and Postal Life Insurance Solution:

Banking Solutions objectives
It will lead to Centralized processing of transactions/data, ATMs, Mobile Banking and Real time Banking. This will also enable e-commerce and web channels for customers.
Postal Life Insurance Solution objectives
a) It enables the complete insurance solution by eliminating delays and errors.
b) This will enable the interaction through multiple channels,
c) The solution would also enable safer and faster transactions including premium collection and disbursement.
Status:
RFP has been issued. Technical evaluation of Banking Solution will be completed by April 30, 2011.

(v) Change Management
Objective
Change Management for the India Post 2012 program will focus on effective management of change in technology and business process as a result of introduction of the IT solutions.
(vi) Establishment of Data Centre
Objective
Networking of all 1.55 lakh post offices
Status
RFP has been issued. Process of evaluation of bids is going on.

(vii) Rural ICT Service Integrator
Objective
To provide ICT services of Postal, Banking and Insurance in rural post offices
Status
RFP has been issued. Technical evaluation of bids will be completed by April 30, 2011.

(viii) Network Integrator
Status
RFP has been issued on April 06, 2011
II. COMPUTERIZATION OF 9,600 POST OFFICES
Orders have been placed for supply of computers to 9,600 post offices. Supply has commenced.
III. WHITE LABEL PRE-PAID CARDS
The Department is going to introduce White Label Pre paid cards in collaboration with banks.
Objective
The objective of launching this card is to leverage cash handling expertise and the network of India Post in order to facilitate non-cash based transactions for purchase of products and services at retail outlets across the country and to earn revenue through value added service.
This card will be magnetic strip based loaded with pre-determined amount in rupees and could be operated at merchant locations, ATMs and designated post offices.
Status
Department of Posts has got approval from the RBI. Partner banks are awaiting the approval from RBI.

IV. FLAT RATE BOXES
100 days agenda to introduce Pre-paid parcel boxes for domestic parcels for 1 Kg, 2.5 Kg and 5 Kg. The boxes will be sold through more than 800 post offices across the country.

V. PASSENGER RESERVATION SYSTEM (PRS) - 100 days Agenda
Railway Passenger Reservation System (PRS) to be provided through 71 more post offices (in addition to the existing 120 post offices) by March 31, 2011 to benefit people who are living away from Railway Booking Counters.
Status
Railway Passenger Reservation System has been provided to 12 more post offices.

VI. UP-GRADATION OF SPEED POST CENTERS - 100 days Agenda
17 more Speed Post centers to be equipped with handheld scanners and bar code readers to provide better track and trace facility to the customers.
Status
All 17 Speed Post centers have been up-graded.

VII. MICRO-INSURANCE POLICY – 100 days Agenda
To underwrite 45 lakh Micro-Insurance policies in Rural Areas.
Status
46.62 Lakh Micro-insurance policies have been underwritten in rural areas as on March 31, 2011.

GOVERNMENT ISSUES NOTIFICATION TO CONSTITUTE A JOINT DRAFTING COMMITTEE TO PREPARE DRAFT LOK PAL BILL

The Government of India has issued a Notification constituting a Joint Drafting Committee to prepare a draft of the Lok Pal Bill.

The Joint Drafting Committee shall consist of Five nominee Ministers of the Government of India and Five nominees of Shri Anna Hazare (including himself).

The five nominee Ministers of the Government of India are as under:-
(i) Shri Pranab Mukherjee, Union Minister of Finance.
(ii) Shri P. Chidambaram, Union Minister of Home Affairs.
(iii) Dr Veerappa Moily, Union Minister of Law and Justice.
(iv) Shri Kapil Sibal,Union Minister of Human Resource and Development and Minister of Communication and Information Technology
(v) Shri Salman Khursheed, Union Minister of Water Resources and Minister of Minority Affairs


The five nominees of Shri Anna Hazare (including himself) are as under:-
(i) Shri Anna Hazare
(ii) Shri Justice N. Santosh Hedge
(iii) Shri Shanti Bhushan, Senior Advocate
(iv) Shri Prashan Bhushan, Advocate
(v) Shri Arvind Kejriwal.

The Chairperson of the Joint Drafting Committee shall be Shri Pranab Mukherjee.

The Joint Drafting Committee shall commence its work forthwith and evolve its own procedure to prepare the proposed legislation.


The Joint Drafting Committee shall complete its work latest by 30th June, 2011.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates with effect from 01-01-2011.

Sir/Madam,

Consequent upon grant of another installment of dearness allowance with effect from 01-01-2010 to Central Government Employees, vide Government of India, Ministry of Finance, Department of Expenditure O.M. No.1(2)/2011-EII(B), dated the 24th March,2011, the Gramin Dak Sevaks (GDS), have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01-01-2011. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 45% to 51%, on the basic Time Related Continuity Allowance, with effect from 1ST January, 2011.

2. The additional installment of dearness allowance payable under this order, shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the month of January and February, 2011, shall not be made before the date of disbursement of TRCA of March, 2011.

3. The expenditure on this account will be debitable to the Sub Head 'Salaries' under the relevant head and should be met from the sanctioned grant.

OFFICE MEMORANDUM

Subject: The Service Discharge Benefit Scheme for Gramin Dak Sevaks.

The undersigned is directed to refer to this Directorate letter of even No. dated; Ist September, 2010 regarding introduction of a Service Discharge Benefit Scheme (SDBS) for the Gramin Dak Sevaks, working in this Department.
2.0 The Government has decided to introduce the new Service Discharge Benefit Scheme (SDBS) with effect from the Ist April, 2011. A copy of the provisional Regulations, governing the Scheme is enclosed. It is requested that all necessary arrangements may kindly be made at all levels as well as in Circle Postal Accounts Offices, in accordance with these provisional Regulations, to facilitate smooth and satisfactory implementation of the Scheme from the Ist April, 2011 positively.
2.1 First installment of contribution by the Department @ Rs.200/= (rupees two hundred only) per month, in respect of each GDS, enrolled under the Scheme, shall become payable in the month of April, 2011, while drawing the TRCA for the month (April,2011); The contribution shall be remitted to the Trustee Bank, i.e. Bank of India.
3.0 The Scheme shall be operated utilizing the platform of the "NPS-LITE" scheme of the Pension Fund Regulatory & Development Authority (PFRDA), as adopted by this Department in its modified form.
3.1 The National Securities Depository Limited (NSDL) has been appointed as Central Record keeping Agency (CRA) by PFRDA/NPS TRUST, for providing centralized record keeping, administration and customer service functions for all beneficiaries of the SDBS, like, NPS-lite.

3.2 The Bank of India (BOI) shall function as the TRUSTEE BANK, which will provide banking services to the Scheme, including uploading of details of contribution received from Aggregator cum-Accounts Officer (AO) in specified file format to CRA, transfer of funds to PFM's accounts as per instructions of the CRA as well as the Government, from time to time. It would manage the Pension Funds in accordance with applicable provisions of the NPS Lite, the SDBScheme, the guidelines/notifications, issued by PFRDA and the Government of India, from time to time as per applicable Law.
3,3 It has been decided to manage the funds deposited under SDBS, on the pattern of Central Government Scheme of the NPS Lite, Therefore, the following shall function as Pension Fund Managers (PFM) for investments and management of the funds under the Scheme;-
1. LIC Pension Fund,
2. SBI Pension Fund Limited; and
3. UTI Retirement Solutions Limited ,

3.4 The approved Annuity Service Providers (ASPs) would be responsible for delivering a regular monthly pension to the subscribers/beneficiaries or his/ her spouse (in case of death of the subscribers/beneficiary)for the rest of his/her life under the Scheme.

4.0 The GDS opting to switch over to the SDBS by 30th April, 2011, shall be deemed to have opted for the Scheme W.e.f. Ist April 2011 itself and the arrears of contribution from April, 2011 onwards shall be remitted to the Trustee Bank on their enrollment and receipt of PRAN Cards from the CRA, subsequently.

4.1 Similarly, w.e.f. 1st April, 2011, the contribution is respect of those GDS, who have since opted for switchover to the SDB Scheme, but their enrollment could not be completed and PRAN Cards have not been received by April, 2011, the arrear/contribution from 1st April, 2011-onwards shall be remitted to the Trustee Bank on their enrollment and receipt of PRAN Cards from the CRA.
4.2 Only the Department shall contribute a sum of Rs. 200/ = (two hundred only) per month for each GDS subscriber/beneficiary. The GDS are not required to make any matching contribution, under the Scheme.
5.1 The HPOs./HROs/DDOs. Shall be required to calculate the period of satisfactory service of each GDS enrolled under the Scheme (i.e. whose registration with the CRA has since been completed and PRAN Card has been received) and also those, who have since opted for switchover to the Scheme but are yet to be enrolled/their PRAN Kit is yet to be received, with reference to the payrolls and other records available with them, duly verified by the Divisional Head concerned in order to ensure accuracy and correctness. They shall than calculate the amount of Severance Amount accrued @ Rs.1500/= (Rupees one thousand five hundred only) for each completed year of service, for each of the beneficiary and prepare unit-wise list, mentioning all relevant details of the GDS concerned (including PRAN Details and the amount of accrued Severance Amount), for completed years/months.
(a) In case of period being less than a year, the amount of severance amount shall be calculated/arrived at on proportionate basis, for completed months. The period being less than 15 days may be ignored while the period of 15 days or more may be taken as a complete month, while calculating the proportionate amount of severance amount.
5.2 One copy each of these Lists shall be forwarded by the HPO/HRO to the concerned head of Unit/Division of the GDS enrolled under SDBS, for verification and to the PAO (AO), for the purpose of "pre-check like authorization" of the amount calculated and reflected in these lists. Only after having been verified by the Divisional Head as also pre-checked by the PAO, the Head Postmaster and/or Head Records Officer, shall finalise the lists, make necessary entries in the Registers (SDBS-2) under the dated initials of the head of Office/Head of Unit, and simultaneously send final copies of the lists to PAO as well as Collection Centres enabling them to make necessary entries in the Registers (SDBS-2) maintained at their end under the dated initials of the head of Office/Unit concerned. The Head Postmaster/Head Records Officer shall invariably certify at the end of the list that the entries pertaining to the details of GDS, satisfactory service as well as accrued severance amount have been checked by him/her personally, the same stand verified by the Head of Unit and pre-checked by the PAO concerned, under his/her dated signatures. These list shall be kept in separate guard files in chronological order for future references, as a permanent record by all concerned. Format of List, enclosed to this OM may be utilized for the purpose.
5.3 The accrued severance amounts are not required to be remitted to the Trusteed Bank at this stage. The Collection Centres, HPO/HRO/DDOs. As well as PAO are required to calculate, check and verify the same and make suitable entries in the relevant columns of the Registers of GDS enrolled un SDBS (form: SDBS-2) under the dated signatures of the head of office/unit concerned.
5.4 The regular contribution amounts shall be drawn through separate bills in respect of all enrolled GDS, showing the amount as simultaneously adjusted for remittance under SDB Scheme, against the names of each GDS in the Bills, every month. the bills shall be assigned separate serial numbers and distinctly reflected in their accounts/accounted for as Bills paid and simultaneously adjusted for remittance to Trustee Bank (by the PAO), and sent to the PAO alongwith the List of GDS in prescribed proforms (SDBS-4).
5.5 The PAO (AO) shall consolidate the contribution amounts, account for the same, prepare consolidated contribution lists in the form SBDS-5 and remit the amounts through cheque to the Trustee Bank by 5th each month positively.
6. The funds accumulated under the Scheme shall be administered by the New Pension System Trust (NPS Trust) and investment activities/responsibilities shall be carried out by the Pension Fund Managers (PFMs.) in accordance with these Regulations.
7. The Department has opted the Central Government Investment pattern for investment of the funds accumulated in the SDBS Fund, by the PFMs., in accordance with the instructions from PFRDA, NPS Trust as well as this Department, issued from time to time.
8. Fortnightly progress reports (Collection Centre-Wise, to be compiled by CO), containing the progress of exercising of options by GDS, their enrollment by CRA and receipt of PRAN kits/Cards, remitting of Contribution Amounts (by PAO), may please by sent to Shri. S.V. Rao, Assistant Director General (Estt.), Department of Posts, Dak Bhawan, Sansad Marg, New Delhi-110116. The first such report should be sent by 16th April, 2011, both by PAO and CO separately.
9. Receipt of this Memorandum alongwith provisional Regulations may be acknowledged to Shri L.N. Sharma, Assistant Accounts Officer (PAP), Department of Posts, Dak Bhawan, Sansad Marg, New Delhi-1, by return fax/post.

Central D.A. announced with effect from January 2011


In a bid to provide relief from high inflation, the government today increased dearness allowance (DA) by 6 per cent to 51 per cent, benefiting over 50 lakh central government employees and 38 lakh pensioners.

"The decision to hike DA was taken by the Union Cabinet at its meeting here," a Union minister said.

The combined impact of the hike will be Rs 5,715.90 crore per annum. However in the next financial year, the burden on the exchequer would be Rs 6,668.52 crore after the additional 6 per cent DA payout is factored in from January 1 to March 31 this year.

The increased DA, which will be effective from January 1, is provided to government staff and pensioners to compensate them for rising prices.

Presently, the DA is paid at 45 per cent of basic pay.

Subject: MATERNITY GRANT TO WOMEN GRAMIN DAK SEVAKS OUT OF WELFATE FUND OF THE DEPARTMENT- INSTRUCTIONS REGARDING

Sir/Madam,

Reference is invited to this Directorate letter No.6-1/2009. PE.II dated 09 October 2009 providing for Maternity Grant to the women GDS.

2. One man Committee under Shri RS Nataraja Murti constituted under Resolution No. 6-1/2007-PE II dated 23rd July 2007 examined the system of Extra Departmental Post Offices and wage structure of Gramin Dak Sevak & submitted its report on 29th October 2008. After approval of Cabinet, the Department issued orders under No. 6-1/2009 PE II dated 09 October 2009. It was prescribed under Para 9 of the ibid that "women GDS will be provided Maternity Grant equivalent to three months TRCA with DA for the birth date of issue of the order".

3. The recommendations made by the One man Committee in Para 16.10.1have been examined further and it has been decided that Maternity Grant equal to three month's TRCA with DA out of welfare fund will be payable from the welfare fund at the disposal of the Circles effective from 09 October 2009 on fulfillment of the following conditions;-
(a) Maternity Grant will be payable to a woman GDS for each child up to the birth of maximum of two children limited to a maximum of two confinements resulting into birth of first two children only during the entire engagement of the following of a woman GDS.
(b) The women GDS must have rendered a minimum of one year service of becoming eligible for grant under the provision.
(c) No Financial Grant will be admissible for medical termination of pregnancy (abortion). Miscarriage and still births.

4. The scheme of allowing Maternity Grant is like any other ongoing welfare scheme paid out of welfare fund. Funds will be allocated for this scheme by welfare section of this Directorate to the Circles. Heads of the Division will be competent to sanction Maternity Grant to the women GDS out of welfare fund placed at their disposal by the Circle concerned.

5. Woman Gramin Dak Sevaks like Mil Deliverer and Mail Carrier may also be considered for lighter duties wherever possible during the pre and post confinement period for a maximum period of six months.

6. Woman GDS shall be granted Maternity Leave not exceeding six months covering the pre and post confinement period. For the period of Maternity Leave, Woman GDS will be paid Maternity Grant for three months and leave for another three months may be granted without allowances.

7. Existing powers of Divisional Heads for grant of leave beyond 180 days leave without allowances availed by GDS to work against in Group D and Postman vacancies would also cover period of three month Maternity Leave with allowances (Maternity Grant) and another period of leave for three months without allowances if availed by Woman GDS.

8. The contents may be brought to the knowledge of all concerned. This has the approval of the competent authority.

All India Consumer Price index Numbers for industrial workers on base 2001=100 for the month of January, 2011


All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of January, 2011 increased by 3 points and stood at 188 (one hundred and eighty eight).

During January, 2011, the index recorded an increase of 11 points each in Bhopal and Jamshedpur centres, 10 points each in Amritsar, Bangalore and Chandigarh centres, 8 points in Haldia centre, 7 points each in Nasik, Kodarma and Ghaziabad centres, 6 points in 2 centres, 5 points in 4 centres, 4 points in 12 centres, 3 points in 15 centres, 2 points in 8 centres and 1 point in 7 centres. The index decreased by 4 points in Godavarikhani centre, 1 point in 9 centres, while in the remaining 11 centres the index remained stationary.

The maximum increase of 11 points each in Bhopal and Jamshedpur centres is mainly on account of Housing Index and increase in the prices of Rice, Wheat Atta, Milk, Goat Meat, Onion, Vegetable & Fruit items, Petrol, etc. The increase of 10 points in Amritsar, Banglore and Chandigarh centres is due to Housing Index and increase in the prices of Rice, Wheat, Wheat Atta, Onion, Vegetable & Fruit items, Electricity Charges, Petrol, etc. The increase of 8 points in Haldia centre is due to Housing Index and increase in the prices of Eggs, Onion, etc. However, the decrease of 4 points in Godavarikhani centre is the outcome of decrease in the prices of Rice, Vegetable & Fruit items, etc.

The indices in respect of the six major centres are as follows :

The All-India (General) point to point rate of inflation for the month of January, 2011 is 9.30% as compared to 9.47% in December, 2010. Inflation based on Food Index is 10.22% in January, 2011 as compared to 7.98% in December, 2010.

Filling up of GDS posts in Branch Post Offices... but in Maharashtra near about 3200 GDS posts were vacant since last 10 years and Maharashtra Navnirman Janadhikar Sena have taken this issue. Process of recruitment have already been started in Maharashtra 7 to 8 months before issue of this order. Subject: - Filling up of GDS posts in Branch Post Offices – review of guidelines regarding

Sir/Madam,

I am directed to invite attention to Directorate letters No. even dated 14th Jul 2009 and 29th Dec 2010 on the subject cited above.

2. Para 2 (ii) of this Directorate letter dated 14th July 2009 provided that the vacant posts of GDs in branch offices with two or more hands may be filled up on the basis of triennial review already carried out and in case the prescribed workload and financial parameters as prescribed for opening of a branch office are not fulfilled but the posts are required to be filled up for operational reasons then the approval of the Chief PMG will be required with concurrence of circle IFA. It was also provided in Para 2(i) of the said communication, that GDS vacant posts in BOs with a single establishment be filled up straight away and the permission was granted to the concerned Divisional head.

3. The above provisions were further reviewed and modified. It was prescribed vide this Directorate letter dated 29 Dec 2010 that the vacant posts of GD BPM may be filled up by adjusting the surplus GDS fulfilling the prescribed qualification and other prescribed conditions failing which action may be taken in advance to fill the vacant post of GDs BPM on a regular basis following the prescribed procedure and following other conditions prescribed under letter dated 4 Jul 2009.

4. Despite issue of above instructions, it has been brought to the notice of this office, that, the Posts of Branch Postmasters are not being filled up immediately, and they are allowed to be managed by additional charge or kept under combined duties, affecting the quality of service. The issue has been considered and competent Authority has decided that the vacant post of GDs BPMs, in Branch offices (irrespective of the number borne on establishment) be filled up by Head of the Division without reference to HOC immediately after its falling vacant initiating action in advance by adopting the following methods: -

(i) By appointment of surplus identified GDs fulfilling the conditions; failing which
(ii) By combination of the duties of GDS in the same BO, provide the combined work load does not exceed five hours: failing which
(iii) By recruitment of outsiders by observing the selection process.

However, the approval of the Head of the Circle shall continue to be obtained for filling up of other categories of GDS which are not justified by workload/financial parameter, but the post is to be filled dup for operational reasons.

4. These orders shall come into effect from the date of issue of the order. This issues with the approval of competent authority.

Rate of Calculating entitlement of EL and HPL of Government Servant, Who dies while in service or removed or dismissed-Clarification issued by DOPT


DOPT issued a clarification regarding rate of calculating entitlement of EL and HPL of Govt.Servant who dies while in service or dismissed or removed from service vide Memo No.13026/1/2010-Estt.(Leave) dated 07/02/2011.

At present rule 27 (2) (b) says 'when a Government servant is removed or dismissed from service or dies while in service, credit is allowed at the rate of 2% days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service or dies in service.' Similarly Rule 29 (c) says 'When a Government servant is removed or dismissed from service or dies while in service, credit of half pay ieave shall be allowed at the rate of 513 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from sen ice or dies in service.'

These rules adversely affect cases where the death of a serving Government Servant occurs on the last day of the month as the day of death is treated as his last working day. Clause (b) of sub rule (2) of rule 27 and clause (c) of sub-rule (2) of rule 29 of the CCS Leave Rules is modified as under :-

Rule 27 (2) (b) 'When a Government servant is removed or dismissed from service, credit is allowed at the rate of 2.5% days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service. When a Government Servant dies, while in service, credit of Earned Leave shall be allowed at the rate of 2.5% days per completed month of service up to the date of death of the Government Servant.'

Rule 29 (2) (c) 'When a Government servant is removed or dismissed from service. credit of Half Pay Leave shall be allowed at the rate of 513 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service. When a Government Servant dies while in service, credit of Half Pay Leave shall be allowed at the rate of 513 days per completed month of service up to the date of death of the Government Servant.'

RAISE IN DA FROM JANUARY 2011 WOULD BE @6% TOTAL DA WOULD BE 51%


All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for The Month of Dec, 2010 raised by 3%. Index for the month of Dec 2010 stood at 185 hence raise in DA from January 2011 would be 6% is confirmed.

All India Consumer Price index Numbers for Industrial Workers on base 2001=100 for the Month of December, 2010 increased by 3 points and stood at 185 (one hundred and eighty five).


All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of December, 2010 increased by 3 points and stood at 185 (one hundred and eighty five).

During December, 2010, the index recorded an increase of 9 points in Quilon centre, 8 points in Guntur centre, 7 points each in Tiruchirapally, Vadodara and Belgaum centres, 6 points in 4 centres, 5 points in 6 centres, 4 points in 10 centres, 3 points in 16 centres, 2 points in 15 centres and 1 point in 8 centres. The index decreased by 2 points each in Kodarma and Tripura centres, 1 point each in Durgapur, Ranchi Hatia and Ludhiana centres, while in the remaining 9 centres the index remained stationary.

The maximum increase of 9 points in Quilon centre is mainly on account of increase in the prices of Rice, Coconut Oil, Fish Fresh, Onion, Vegetable & Fruit items, Tea (Readymade), Firewood, etc. The increase of 8 points in Guntur centre is due to increase in the prices of Rice, Groundnut Oil, Onion, Tamarind, Vegetable & Fruit items, etc. The increase of 7 points each in Tiruchirapally, Vadodara and Belgaum centres is due to increase in the prices of Rice, Wheat, Jowar, Goat Meat, Eggs (Hen), Onion, Vegetable items, Sugar, Petrol, etc. However, the decrease of 2 points each in Kodarma and Tripura centres is due to decrease in the prices of Rice, Wheat Atta, Vegetable items, etc. and the decrease of 1 point each in Durgapur, Ranchi Hatia and Ludhiana centres is due to decrease in the prices of Rice, Wheat Atta, Vegetable items, etc.

The indices in respect of the six major centres are as follows :
1. Ahmedabad - 183
2. Bangalore - 186
3. Chennai - 169
4. Delhi - 169
5. Kolkata - 180
6. Mumbai - 184

The All-India (General) point to point rate of inflation for the month of December, 2010 is 9.47% as compared to 8.33% in November, 2010. Inflation based on Food Index is 7.98% in December, 2010 as compared to 5.35% in November, 2010.

Subject: Introduction of Service Discharge Benefit Scheme (SDBS) for Gramin Dak Sevaks

Sir/Madam,

I am directed to refer to this office letter of even no. dated 01.09.2010 on the above mentioned subject.

2. In para 3 of the said communication, the detailed course of action was laid down. The most important was obtaining options from the existing Gramin Dak Sevak and also to obtain applications in the prescribed format and so send them to concerned Central Record Keeping Agency of National Security Depository Limited for registration. But, the National Security Depository Limited has brought to notice that the following omissions are noticed in the applications of Gramin Dak Sevak sent to Central Record Keeping Agency for registration.

* 90% of the applications sent are without authorization of Divisional Superintendent (Collection centre) and designation stamp.

* The Date of birth of the Gramin Dak Sevak is found missing or wanting.

* The signature of the Gramin Dak Sevak exceeded the box provided in the application form.

* Complete address of the Gramin Dak Sevak and Postal Index code number are not furnished.

* Despite clear instructions, the beneficiaries have affixed Black and white Photo which cannot be scanned. Only colour Pass Port size photographs has to be affixed for facilitating scanning.

* The Photo affixed is not clear in certain cases, which are thus not scanable

3. This obviously shows, that, the Collection centers have not examined the applications properly and sent to Central Record Keeping Agency without proper verification, attestation, and impression of designation stamp of collection center. This is resulting in delay in launching the scheme.

4. The National Security Depository Limited is requested for returning all such defective applications to respective Collection centers for resubmission of the applications, after attending to omissions pointed out above. Suitable instructions may be issued to all the Divisional heads in this regard.

5. It is requested to accord top priority to this work.

Posting of women employees – Reg. -to avoid posting women employees where there are no basic and essential amenities for women,

Subject: Posting of women employees – Reg.

Sir/Madam,

I am directed to say that during the meeting of the Departmental Council (JCM) held on 27.08.2010 under the Chairpersonship of Secretary (Posts), an item regarding non-posting of women employees where basic amenities are not available was raised by the Staff side. The Staff side has stated that a number of Post Offices/RMS Offices are not having all the basic amenities and women employees are finding it difficult to work in such places. The staff side has, therefore, demanded that women employees should not be posted to such offices before ensuring basic amenities in such places.

2. It was informed to the staff side that Dte has issued instructions vide letter No. 137-12/98-SPB.II, dated 29.04.1998 to all Postal Circles advising them to avoid posting of ladies staff where basic amenities are not available in the office. It was decided in the meeting by the Chairperson that instructions on the subject be reiterated to all Heads of circles for strictly compliance.

3. In the Directorate’s letter No. 137-12/98-SPB.II, dated 29.04.1998, it was inter-alia advised to avoid posting women employees where there are no basic and essential amenities for women, Circles are, therefore, requested to scrupulously follow these instructions before women employees are posted/transferred from one work place to other. It may be ensure that women employee is transferred to an office only after ensuring that basic and essential amenities for women are available there. The Circles are also requested to identify these offices which are lacking basic amenities and take action for providing them immediately.
