NEW DELHI: The government has formulated a scheme that will allow its employees to choose between a health insurance plan provided by an insurer or that from state-run Central Government Health Scheme (CGHS). At present, the Central government employees are covered under the CHGS scheme, being operated by the health ministry. "The scheme is already formulated...It will open the choice for government servants," G C Chaturvedi, Additional Secretary in the Finance Ministry told news agency. The new scheme, which will be placed before the Union Cabinet for approval soon, will immediately benefit at least three lakh Central government employees, he said. The new scheme, Chaturvedi said, will be more beneficial to the employees who are posted at places where there are no CGHS dispensaries or they are far away from the place of posting. CGHS dispensaries and hospitals are located only in 26 places in the country. "Those who are residing outside CGHS dispensaries areas will immediately opt for it... There are over three lakh employees which will immediately opt for it, others will take some time," Chaturvedi said. The government had earlier appointed a inter-ministerial committee to work out a health insurance scheme to supplement the CGHS scheme to provide better coverage to its employees.

BPEU Class-III CHQ writes Letter to Member (P) in connection with MACP

Sub:- Introduction of MACP in Department of Post-replacing TBOP /BCR
Scheme –requesting for redressal of grievances of postal employees

Respected Sir;

Vide file No 4-7/MACPs/2009 – PCC dated 18th Sept 2009 office memorandum issued by Department of Posts for implementation of modified ACP Scheme. In this respect your kind attention is invited towards Statement showing Grade Pay admissible to different categories of staff / officers on placement in the Modified ACP Scheme (MACPs) w.e.f. 01/09/2008 those whom do not get promotion in the hierarchy; appended to the memo.

In the Statement there is nothing mentioned for Supervisory cadre i.e. LSG NB, HSG-II (NB), HSG-I. By the by it is to mention that HSG-II NB and HSG-I have been given Non – Gaz Group-B status.

Department has already proposed Supervisory cadre as separate cadre with distinct category. Hence in this supervisory cadre LSG (NB) is fedder cadre and; therefore, should be given grade pay of RS 4600/- and consequently Hsg-II and HSG-I should be granted Rs 4800/- and Rs 5400/- respectively.

The upgradations granted under TBOP/BCR Scheme should be ignored for the officials working in this supervisory cadres as now TBOP / BCR Scheme is not in existence. Moreover TBOP/ BCR scheme was based on “matching savings” with extra workload on supervisory staff. MACP does not have such features. Therefore there is justification to grant of higher grade pay to supervisory cadres. This all India Union, therefore, request to consider above demands favourably.

Without fear of cyclone and despite heavy rains , Hundreds gathered for DHARNA………

As notified as per directives from central working committee of this All India Union Dharna at Regional / Circle HQ were hold on today 11th Nov. 2009 at sharp 9.30 am.

Without fear of cyclone and heavy rains; hundreds gathered for Dharna at Mumbai GPO; we salute our all devoted membership. Devoted members have attended from every corner of Mumbai City. So many ladies members have specially attended on behalf of Mumbai City South division.

The most admirable thing in Dharna was "raising of slogans" and addressed given by our General Secretary Shri Madhukaraoji Khamborkar. It was so wonderful that Postal Administration of Maharashtra circle shaked. During speech General Secretary focused the several issues like postal frauds, postal loss of Rs 5400/- Crores and other burning problems faced by Postal Group C officials.
During Dharna “harangue speech” is also offered by Shri D. J. Datkhile Vice President of Maharashtra Circle.




Union Our Senior Leaders Madhukarji Yevale, Bhaguramji Kadam, R. N. Navghare Smt Utkarsha Birje also addressed to huge mob.
Shri Santosh Parab Org. Secretary has explained some key points and disadvantages and unjusticeable part of Modified ACP Scheme.

Regional level Dharna was also held in Aurangabad, led by Shri V. G. Pendharkar Circle Secretary of Maharashtra, in Nagpur led by Shri R. K. Motikar President Maharashtra, in Pune by Shri S. N. Deshpande Region Secretary. Media has given wide publicity for at Dharna of Aurangabad
