Assistant Superintendent of Railway Mail Service sentenced in a CBI case


The Special Judge for CBI cases, Bangalore has sentenced Shri Sukumar Bhave Gude, the then Assistant Superintendent of Railway Mail Service-V, Town Delivery (TD) Sorting Division, Bangalore to undergo simple imprisonment for one year with a fine of Rs.50,000/-.
A case was registered by CBI on 19.07.1996 against Shri Sukumar Bhave Gude, Assistant Superintendent of Railway Mail Service-V, TD Sorting Division, Bangalore u/s.420 IPC & sec.8, 13(2) r/w 13(1)(a) & (d) of PC Act-1988 based on the written complaint of Assistant Director-II, O/o the Post Master General, Karnataka Region, Bangalore.
The investigation revealed that the Head Records Officer (HRO), Railway Mail Service, Bangalore had initiated recruitment for the post of Extra Departmental Agents and had obtained list of eligible candidates from the Employment Exchange, Bangalore. Shri Sukumar Bhave Gude was working as Assistant Superintendent of Railway Mail Service-V, TD Sorting Division, Bangalore during the year 1993-94. He had gained access the aforesaid list of candidates and had contacted 3-candidates figuring in the said list. He had promised to get them employed as Extra Departmental Agents at Railway Mail Service, Bangalore by exercising his influence over HRO, Railway Mail Service, Bangalore and had collected Rs.16,000/- for the same.
Similarly, he had promised an employee of Railway Mail Service, Bangalore that he will get her son employed as Extra Departmental Agent with Railway Mail Service, Bangalore and had collected Rs.7,500/- from her. However, the recruitment for the post of Extra Departmental Agents was stayed and hence the recruitment was not completed. Therefore, the aforesaid three persons who had made payment to Shri Sukumar Bhave Gude, who was working as Assistant Superintendent of Railway Mail Service, Railway Mail Service-V, TD Sorting Division, Bangalore could not secure employment.
After investigation, a charge sheet was filed against the accused before the Special Judge for CBI cases, Bangalore. The court found the accused guilty for the offence and convicted him.
